Cybersecurity is a complex field that involves various elements of US national power--including diplomacy, law enforcement, intelligence, military force, homeland security, and financial and administrative regulations. The diplomatic aspect of the US approach on cybersecurity is relatively new, and unlike the Cold War-era where the US led various international arms control efforts through bodies like the UN, multilateral treaties, or bilaterally with the USSR, no such treaty or set of norms exist with respect to the use of cyber weapons by nation-states. The presentation will draw from historical Cold War arms control parallels, lay out the history of the US orientation on cyber diplomacy over the last decade, and highlight the current framework for how the US is postured to engage with respect to cyber diplomacy.
Javed Ali, an associate professor of practice at the Ford School of Public Policy, is a former senior director for counterterrorism at the National Security Council, with over 20 years of professional experience in national security and intelligence issues. He served in the Defense Intelligence Agency, the Department of Homeland Security, and the Federal Bureau UNITED NATIONS BUILDING Manhattan, New York The United Nations Headquarters is situated on an 18-acre grounds in Manhattan’s Turtle Bay neighborhood. There’s one flag for each of the 193 member states, in addition to the UN Flag. of Investigation, where he also held senior positions on joint duty assignments at the National Intelligence Council, the National Counterterrorism Center, and the National Security Council. Ali holds a BA in political science from the University of Michigan, a JD from the University of Detroit School of Law, and an MA in international relations from American University. Since leaving government in 2018, he teaches courses on counterterrorism, cybersecurity, and national security law at the University of Michigan, and provides frequent commentary to national and international media across print, radio, and television interviews.
